Apple Intelligence reaches mainland China in December, and the model answering questions there will not be OpenAI's. Apple confirmed in its Chinese newsroom that the first wave of features ships with iOS 27.3, with a developer beta from 4 November, and that Alibaba's Qwen sits behind Siri, Writing Tools and Visual Intelligence for users in the country.

## What ships

The feature list is the 2024-era Apple Intelligence set, localised: Live Translation across Messages, FaceTime, the Phone app and face-to-face conversations; notification summaries; Writing Tools for rewriting and proofreading; Visual Intelligence, including an "Ask Qwen" option launched from Camera Control, the Action button or Control Center; object removal in Photos; Type to Siri, which now holds context across a conversation; and summaries of transcribed calls and Notes recordings.

Two things are absent. Siri AI — the rebuilt assistant Apple showed at WWDC 2026 and has been rolling out elsewhere since iOS 27 — is not part of the China release, along with the other next-generation Apple Intelligence features announced at that event. Image Playground, Apple's image-generation app, is also not included. Chinese users get a capable, first-generation assistant; they do not get the one Apple has been advertising for the past year.

## How Qwen is wired in

The integration is opt-in and gated on consent: Apple asks before any question, document or image is sent to Qwen, and users can sign in with either Sign in with Apple or their own Qwen account. Alibaba says requests and generated responses will not be used to train its models. Through Siri and Visual Intelligence, Qwen handles text and image understanding and content generation, including questions about selected photos and documents.

It will work on an iPhone 15 Pro or Pro Max, an iPhone 16 or later, an iPhone Air or an iPhone Duo, provided the device and Siri languages are set to English or Simplified Chinese and the handset was bought in China or the device region and Apple Account country are both set to China. It is an iPhone feature for now; iPad and Mac are not in this release.

## The regulatory path

The launch has been building since July, when China's cyberspace authority completed the filing of seven on-device generative AI services for smartphones, Apple Intelligence among them. The arrangement mirrors the one Apple already runs outside China, where Siri hands harder questions to OpenAI's ChatGPT; inside China, the equivalent slot belongs to Alibaba.

Eddie Wu, Alibaba's chief executive, framed it as Qwen integrating into Apple's ecosystem to deliver new AI-powered service experiences to Chinese users. Wang Xiaojie, an AI expert at the Beijing University of Posts and Telecommunications, told Xinhua this is the first time a top global consumer hardware maker has used a Chinese large model as the primary system-level AI backbone in the Chinese market — a step in the commercial application of domestic models.

## Why it matters

The interesting part is not that Apple picked a Chinese partner; it is that the same product now has two different brains depending on jurisdiction. Siri answers with ChatGPT in most markets and with Qwen in the largest smartphone market on earth. That is a template, not an exception: AI features are being localised the way data residency was, and the choice of model is becoming part of market access rather than an engineering decision.

The withheld Siri AI is the more honest signal. Apple is shipping the feature set it is confident it can operate under Chinese rules today, and holding back the one it either cannot or will not clear. Anyone forecasting "Apple Intelligence" as a single global product should read the China release as the counter-example.

Privacy is the other thing to watch closely. The consent gate and the commitment not to train on user requests are contractual promises made by two companies, not properties a user can inspect from the handset. Requests leave the device for a partner's models; the safeguards are policy, and policy is what regulators audit rather than what engineers build.

For Southeast Asia, the lesson is structural. If the price of entry into a large market is a local model partner, every jurisdiction that writes AI rules is also choosing who the assistant becomes — and vendors will build the plumbing to switch. The China arrangement is the first clear sight of what that plumbing looks like at scale.

## What to watch

The developer beta lands on 4 November, with the general release in December alongside iOS 27.3. The open questions are whether Siri AI and the rest of the WWDC set follow in a later iOS release, whether Qwen extends beyond the iPhone, and whether other markets start asking for their own version of the same deal.
